Marketing on Facebook is a little different beast from traditional methods, such as email and PPC advertising.
Facebook is a social site - people go there to socialize with their friends and family. They have conversations, they look at pictures, they play games. What they don't do is log into Facebook thinking "I wonder what I can buy today?"
If you try to push your products and services to them, it's not going to work very well. This is why a lot of marketers have poor results with Facebook - they treat it like every other medium and use it to broadcast their message.
Instead, you want to engage people by appealing to their interests. Post interesting things that aren't just constant promotions for yourself. Interact with people by commenting on their updates and responding to their comments in your own. Talk about some personal stuff as well as just business.
Basically, come across like a real person with interests and a life, not just a marketer looking for the next fish to land.
Think of how you would act in a social setting in "real life." Would you walk up to someone at a party, hit them with a sales pitch and then walk away without even giving them a chance to respond?
Hopefully you wouldn't;
Give people a reason to "Like" your page and then engage them with interesting and useful updates. You can throw in the odd promotional message, just keep them low-key. Facebook isn't a good place to use hype or high-pressure pitches.
And once people are following you or your page, you can try to move them into other more traditional marketing mediums like your email list. You don't have to push them hard, just make that offer every now and then. Just be aware that you're not going to get them all on your list, and having a "Facebook-only list" still has its value for generating revenue and other advantages for your business.
